		<description>Do all these hr solutions have performance review capabilities, up until now we have been using an oracle based hr system plugged in with a 360 degree feedback online system from reactive360.com, so we are keen to investigate other routes to make sure we are using the most competitive toolset even though the reactive system is much cheaper than other solutions out there</description>

As for Sugar CRM, we use vTiger at Terinea as you don't pay for the office, thunderbird and firefox plugins.

Not sure how this would scale for a HR system.
